To find out who can certify a copy of a document , go to the List of people authorised to certify copies of original documents. Please note that copies of documents cannot currently be certified remotely. The certifier needs to see the original document along with the copy. This must occur in person.

Pharmacist, Post master at the Post Office, School principle, Justice of Peace… others… Having said that, Post Office Master and Pharmacists usually are reluctant. It’s up to individual organisations whether they accept signatures witnessed or documents certified by Post Office staff. Please check with the relevant organisation before visiting a Post Office.
